A new version of the locations

- The billing status seen in newly provisioned port details has been updated to read
Starts in n days OR when operationally Up
. This is more descriptive of how billing works. Previously, this status simply saidStarts in n days
. - Added a
PATCH
update to allow users to update the description for Hosted cloud connections.
Bug fixes
- Fixed a confusing error message that displayed when a user tried to disable a Colt-powered port.
- Pressing Enter to submit was not working on the delete dialog shown when deleting a Cloud Router.
- The on-ramp location field was not a required field when creating an AWS Hosted connection, when it should be required.
- The side menu was disappearing when creating a Cloud Router connection.
