Improved navigation for IX connections

IX connections are now available from the main menu in the portal. Previously, you could only create and view IX connections as part of the virtual circuits list and workflow.

Bug fixes

• GET /v2/services/cloud-routers/connections was improperly handling offset values errors.
• Incorrect error message was returned when sending the wrong request for a new IX connection.
